Job Description
Competence: Safety Knowledge: Implement, administer and develop company health, safety, environmental and quality arrangements: 1) Demonstrate ability to implement and administer company health, safety and environmental documentation and procedures; 2) Demonstrate ability to implement and administer company quality documentation and procedures; 3) Demonstrate ability to implement, administer and contribute to the development of project health, safety and environmental documentation and procedures; 4) Demonstrate ability to implement, administer and contribute to the development of project quality documentation and procedures; 5) Demonstrate knowledge of the company environmental protection policy; 6) Demonstrate competence in mobilization/demobilization with due regard to safety and company procedures; 7) Demonstrate the ability to ensure that risk measures are enforced. Preparation and presentation of safety meetings: 1) Demonstrate the ability to present and conduct safety meetings following company hazard identification and risk assessment procedure. Competence: Emergency Procedures Knowledge: Implementation and development of company emergency procedures: 1) Demonstrate a thorough understanding and capability to implement company emergency procedures; 2) Demonstrate sound knowledge of all safety systems, emergency equipment and escape procedures; 3) Demonstrate the ability to operate the safety management system by preparing for emergency situations, ready to execute safe and expeditious solutions. Coordinate with professional marine personnel 1) Demonstrate the ability to liaise and cooperate with professional marine personnel and to coordinate emergency procedure operations; 2) Demonstrate the ability to carry out exercises accurately simulating emergency situations. Competence: Behavioural Factors Knowledge: Effective personnel management skills: 1) Demonstrate skills and aptitude commensurate with duties and responsibilities of a Party Chief; 2) Demonstrate the capability and training to undertake personnel assessments fairly, reflecting individual strength and weaknesses; 3) Demonstrate the ability to recommend training or educational schemes as appropriate; 4) Demonstrate the ability to develop company assessment procedures and assessment reporting scheme. Competence: IT Skills Knowledge: Project management systems: 1) Demonstrate the familiarity with project management terms and techniques; 2) Demonstrate the familiarity with company and non-proprietary project management software tools; 3) Demonstrate the ability to perform basic project management tasks, scheduling and identifying critical pathways. Competence: Seamanship Knowledge: Knowledge of marine environment: 1) Demonstrate the ability to assess environmental factors and their effect on operations; 2) Demonstrate an understanding of the impact of changing environmental conditions on personnel, work scope, equipment and deployment and recovery systems; 3) Demonstrate the ability to make go/no-go decisions based on environmental conditions affecting safe and/or proper operations. Weather forecast interpretation: 1) Demonstrate the ability to direct vessel operations allowing for prevailing and forecast weather and sea conditions as well as other hazards to safe navigation; 2) Demonstrate the ability to predict weather and sea conditions and develop safe operational strategies to suit. Competence: Management and Administration Knowledge: Knowledge of contractual and legal issues; Interpretation of contract requirements Implementation of company administration procedures
