Job Description
1. BASIC FUNCTION Plans, coordinates and supervises various activities related to vessels’ acceptance, arrival, departure, berthing and unberthing to arrange discharge of various imports and loading of all refined products at Refinery Jetty berths and bunkering at vessels. Reviews alternatives to cater to changes and updates vessel movement schedules to meet ADNOC Marketing requirements. Liaises with Production Planning, Oil Movements, Laboratory, Safety, Third Party Inspection, Vessel Agents and other personnel to reduce vessel turnaround times and minimize waste. Is responsible for the accurate documentation of all exports. 2. WORK PERFORMED 2.1 Supervises the activities of assigned personnel in the Marine Coordination unit. Performs supervisory responsibility at the level established by Management for the position. 2.2 Coordinates with Vessel Agents, Production Planners, Oil Movements and Marketing to continuously update vessel arrival schedules, check product and berth availability, examine vessel characteristics and review shipping documentation and sampling instructions, in preparation for vessel and cargo acceptance. 2.3 Reviews pre-arrival information telexes from Agents to check vessel details, ETAs (Expected Time of Arrival), arrival and sailing drafts, free board, manifold configuration, loading rates, ballast position, inerting status, cargo stowage plans, bunker requirements and compliance with applicable marine laws and protocols including SOLAS, MARPOL, TOVALOP, ISGOTT, AND ROPME. 2.4 Ensures the suitability of vessels’ tanks to load cargo on arrival; or otherwise defines requirements to render tanks suitable and instructs Vessel Agents / Masters accordingly, in coordination with Third Party Inspectors. 2.5 Communicates with Agents / Master to clarify, resolve and agree on tentative loading/discharge arrangements and de-ballasting /ballasting requirements for finalization upon arrival. 2.6 Coordinates with Laboratory for testing clean ballast and Oil Movements for reception of dirty ballast to Shore facilities. 2.7 Based on vessel acceptability liaises with Production Planner regarding product availability, qualities, grades and acceptable lay days to prepare nomination acceptance fax message for Marketing. 2.8 Issues sampling request to Laboratory with details on sources, labelling requirements and quantities to be placed on board and/or retained in laboratory. 2.9 Continuously monitors progress of different vessel prior to arrival at Port. Evaluates alternatives to cater to changes in schedule and confers with supervisor and marketing to determine berthing priority. Accordingly, holds vessel on queue or issues berthing instructions to Vessel Agents, copies to PPA, specifying berth, time of berthing, cargo to be loaded and estimated stay alongside. 2. WORK PERFORMED (Continued) 2.10 Once at berth, checks that loading arrangements are finalized with Master as per plan. Coordinates with Marketing regarding any late requirements received from vessel owners/charterers affecting operations. Takes appropriate action to expeditiously respond to frequent last minute changes in nominations, vessel movements and other requirements from Marketing to minimize delays. Maintains constant communications between ship and shore to ensure smooth loading/unloading operation. 2.11 Coordinates with personnel inside and outside the company at various stages to ensure smooth and timely progress of all operations in accordance with agreed plan. Alerts superiors to impending problems and initiates action to reduce turnaround time. 2.12 Checks accuracy of computation of product quantities loaded or discharged as per shore measurements, including calculation of shore pipeline contents and taking appropriate actions to avoid contamination on Board Vessels and/or cargo degradation due to loading two different grades through one loading pipeline. Compares quantities against ship measurements taken by Third Parties inspectors taking into account vessel experience factors and initiates action to resolve discrepancies. Reviews preparation of all shipping documents. Signs all commercial document on behalf of the company and ensures necessary signature from Master of the vessel and third party inspectors are obtained. 2.13 Sends sailing fax to Marketing with shipment details immediately after sailing of vessel. Ensures timely and proper distribution of shipping documents to consignees, Master, PPA, Agents and Marketing.\ 2.14 Issues letters/notes of protest on any apparent discrepancies for which vessel is responsible including delays, slow loading rates offered on pollution problems to protect the interest of the company. Negotiates with Master to resolve any problems or disagreements in coordination with Shipping Officers. 2.15 Assists in preparing training programs for National employees undergoing on-the-job training by identifying specific training needs. Provides training, guidance and counselling to trainees, developees and other subordinates with a clear objective of career development. 2.16 Carries out other similar or related duties, as assigned. Includes investigating incidents on vessel or at shore during loading/unloading operations, supervising discharging operations of multiple grades on behalf of others (i.e. ADNOC-FOD) until successful completion within scheduled lay time, maintaining computerized statistical database on vessel handled to prepare port performance and other periodic reports, ensuring all company and statutory safety practices and regulations are strictly followed, and reporting any pollution problems, etc. WORK CONTACTS: Internally: Regular contacts with personnel at various levels in the refinery.
